There is so few information been released these days. We can expect only the best things from developers. Exploration must be included in Star Trek Online, because this game must be as close to movies and series as possible. In them, exploration is in the first place. I am sure there are going to be uncharted territories to explore in Star Trek Online, and I will not play this game if that is not like that. We can only wait for the official release, and only then, all of our question will be answered.
