CCP Games has habit of raising EVE system requirements periodically to keep the game in shape. Same is going to happen with new Dominion expansion that is coming this winter.
Players will need Windows XP SP2 in order to run EVE client. Game will also support Windows 7.
However, beside OS, hardware requirements still haven't be announced, but players may expect them on official EVE site soon.

i dont tihnk CCP will shift the requirements to the point of anyone having to upgrade their hardware atm. When they released the latest patch that did away with the old gfx and made the new gfx the standard they said they wouldn't be making any drastic changes to the engine for some time yet.
So i wouldn't worry about upgrading ur hardware for eve just yet

At the moment, I'm running 3 eve client in parallel without a problem on 2-3 year old configuration. So even if they somewhat raise requirements, shouldn't really be an issue. Eve has never been extremely greedy game, and doubt it's gonna change with upcoming patch.

EvE don`t have awesome graphic, if compared to some newer games, even after Trinity. And as player who only see most of the time only tiny dots as ships, there isn`t really no need for new system requirements.
On Singularity atm, new planet skins, can be viewed without at least without my need to upgrade system.
