I have -4.5 standings now in Minmatar republic. What I need to know – is it possible to boost that up to -1.5 or so, because I would like to go for some missions. I have an alternate character who could do the missions now, but I saved him for something else.

How are your standings with Gallente Federation? Usually if you have a bad standing with one, you get good st with other company. Also, you might consider boosting up your diplomacy, and after that run Gallente missions. This is about the best you can do at the moment, and spare your alt char for other jobs.
