I've heard that there have been some problems regarding EVE game time codes because some people have been banned for selling them. Is this true? I thought this was legal. Have the rules been changed all of a sudden? Where can I find some list of these new EVE market rules?

Here's what I've heard: Some guy sold a GTC to a someone who, as it turned out, got the money for it by scamming someone else. When this was found out, the scammer was banned and the person who he scammed got his money back but the seller of the GTC didn't get banned since the selling went by the rules.
