Im not sure if this is the real place to ask such a question since it seems that most of the people here are old players and do not have patience to answer newbie questions but still I have no other option. The thing is that I dont get what the diplomacy skill does to my standings. When I check them from my character they seem to be increased but when I checked it from the other char they were the same as they were before I learned the skill. Any explanation for this?

Other characters see you the way you were before learning skills. Its just that way in EVE from the beginning and with all the skills as far as I know. I suppose it has something to do with people not being able to see which skills you have trained right on your forehead. It kinda makes sense.
