I’m new to EVE and I really got frustrated last night when I was in a 4/10 complex. I went out for just a while and when I came back for looting, I couldn’t do it since it’s respawned. Is it normal that it respawns so quickly or could it be that I’ve done something wrong?

You didn’t do anything wrong, complexes just work that way. Those on the lower levels respawn really quickly while some more advanced ones respawn after 10 – 12 hours. In some lower level complexes, if you’re progressing very slowly, some enemies you killed might respawn before you finish clearing the complex.
