Are these guys going to be the primary opposition of CHOTA, and the rest of the factions just neutral in this overarching conflict, or is there some other position? I mean, I was under the impression that the game is based on the conflict between those who want to restore the old order, and those who want to destroy it (and then maybe build something new?)

Enforcers are basically your standard military / law enforcement faction, there's (at least) one in any Sci-Fi game. I don't think they're meant to be the main opposition to CHOTA, because CHOTA are basically against everyone, possibly including themselves. And the enforcers aren't exactly keyed on building a society that's a copy of the fallen one, they're more about immediate survival which is enabled by enforcing certain necessary rules.
