Does it ever slow down? If I remember my AD&D days well enough, and I like to think that I do, a player should be bogged down with all the equipment they're lugging around, and have their movement speed cut by half or more. I know this game is based off the third edition rules, but I don't know if that changed anything… anyway, my guys keep charging into combat at the same speed whether nekked or packing a ton of gear, how come?

Well 3rd Ed changed quite a lot of things, but not much in this respect. Huge weight loads still slow you down, first to two thirds (I think) and then to 1/3 your base speed. However, I suppose you might have failed to notice this because you have a high strength character? A Str of 18 or higher would give you a really high weight limit.
