Download help.

I need help on bypassing my ISP's download filters. Since I've been stationed here, there's only one company that provides cable internet to the barracks and they block P2P downloading (Limewire, Bit Torrent). I used to get around this by using the Google Secure Access Client but recently, they've blocked it off so that a few locations in the bay area of California can use it. If anyone knows of a program similar to the Google one, or knows how to bypass the filters, please let me know. Thanks in advance.
