One thing about bards that bugs me: How come that their armor spell failure chance doesn't apply when their casting spells armored, but it does apply when casting spells off scrolls? Shouldn't it be negated for scrolls too? I don't know much about D&D 3E but I think I saw somewhere that scrolls sort of "subsume" material as well as somatic components of the casting?

Not really, no. Casting from scrolls doesn't require a material component, but still requires a somatic (and verbal) component, and is thus subject to ASF for wearing armor. This is all in respect to wizard spells on scrolls, of course. When casting a bard spell off a scroll, the bard should ignore ASF just like when he casts it from memory.
