I'm considering trading my Drakkel Wolf Claws for some good ranger equiptment (SS Chain MQs, CT stuff, Belt of the Great Turtle for example).

Is it a proc or a right click effect? Also what lvl can it be used?

shot in the dark here but judging from the SS in the link its a combat proc and min lvl is 51 so prolly procs at 51 Razz ( never know though)

Its a proc that drains mana from the target. It seems to proc fairly often.
