I'm considering trading my Drakkel Wolf Claws for some good ranger equiptment (SS Chain MQs, CT stuff, Belt of the Great Turtle for example).

shot in the dark here but judging from the SS in the link its a combat proc and min lvl is 51 so prolly procs at 51  ( never know though)

Its a proc that drains mana from the target. It seems to proc fairly often.
