So this has only been going on with the new system that I built. After shutting off the computer, it will randomly turn right back on usually a short time later but sometimes after longer periods. I turn off the power-strip anyways when I go to sleep but I still don't like leaving the issue at it is.
Any ideas of what could be causing this would be appreciated. I've reformatted already and its still there so I'm thinking its more of a hardware issue. The power supply is a Enermax EG465.

Never heard of this problem.
Check your bios.Some of them have an option for "wake-up" time.It's usually disabled by default though.

I actually had this problem too a while back.
I found out that the connectors I plugged into my mobo for my power switch and reset buttons and all that were facing the wrong way. Like on the right port but turned around so the positive was on the neg pin and vise versa.
Flipped em around and it hasnt booted itself up since

The system might be bugging and confusing Turn Off command with Restart. I had the same problem but then it just went away after a week.

Check the system reboot settings or if any lose wires. I had this problem, but mine was just the button was faulty and even wind could turn my pc on xD.

it should be a connection issue on mobo or a setting in bios

The issue can be caused by devices having permission to wake the computer up. As stated earlier this can be turned off in the BIOS as well as per device through your device manager. Check devices such as wireless/ethernet cards and usb devices. Under the Properties there should be a tab laballed "Power management" and within that the option "Allow this device to Wake-Up the computer".
