How does this work, exactly? I see that first names can be freely created, but last names can't – you're supposed to select them from some sort of list. What's the purpose of this system? I can't see any advantage to this.
Also, is it OK to use lowercase names or numbers in names?

The databases of surnames are updated at irregular intervals, which provides a variety of available handles, sort of.
Generally, people tend to frown at numbers, lower case letters, and l33t-speak in character names. That doesn't mean that kind of stuff is disallowed or anything, it's just that you shouldn't do it.
