I'm not sure I'm getting the hang of this salvaging business. So, if I have an Expert Salvage Kit (or a Superior one), and I salvage an upgraded item for materials, what chance is there that I'll get rare crafting materials? I mean, is it equal to the chance that I'll get a rune if I choose to salvage for upgrades instead? Or proportional, at least? Anybody?

If I understand your question right, and I'm not sure I do, then no, it's not an equal or proportional chance. I don't think it's even proportional to general item quality. AFAIK, and gw.wiki confirms this, the probability of getting rare materials is fixed at 20-25%. Sorry, no easy profit there.
