Yes, it is possible to transfer character in Age of Conan, but it is very limited right now. If you are above level 10, have large amount of gold, if the realm, the server, is not older than 90 days, you cant transfer you favorite character. Also, if you are from North America, you will not be able to transfer to European realm. Character transfer is taking 1-10 days to complete, but it can be cancelled at any time before the actual transfer is done. There is some small fee for the transfer, and can be done only once in six months.
