Is there a cancel fee in this game? I know, it's a dumb question and it shouldn't matter, but I really need a confirmation on this one because my folks won't let me play it otherwise, there were some unpleasant experiences with another MMO that shall remain nameless

No there's no cancellation fee in FFXI, so you're OK.
Of course, you should cancel an account near the end of the month, because otherwise they'll charge you for the time you didn't get to play as well.
