I've heard of this before. Basically I interpret this as a way for women to falsly accuse men of rape. If a witness said she willingly went to his hotel room with her hand on his crotch, that testimony won't matter.
Of course it also gives an excuse for a woman to turn down a guy with a small penis.

I have to agree, by the time you're an 'adult' you're old enough to know you don't lead on a guy to the point of penetration and then just say, "no".
