Building a City in Age of Conan?

I haven't been active in the AoC community lately, just got reactivated after hearing that the launch date is closing, and one of the new details that I've found out is that you can build your own city or town, as in from scratch, is that true? How hard will this be? Will you have to be of a certain level? Will it have to be a collective effort?

1) It is true, it's been said a number of times.
2) We don't know exactly how hard, but I expect it to be really hard, in terms of resources and time.
3) Yes, you will have to be of a certain level. You can't take up a prestige class until lvl 40 anyway.
4) I don't think it will be impossible to do individually.

There are battle keeps ( pvp ) and guild ( neutral cities ). Can own both
