Dear Tim,
If you proceed: Ask yer buddy for his blessing. Regardless if you listen to him, this will keep him up to speed and he will not feel blindsided. He may feel that you wouldn't date his sister, and thus, this may prevent bad blood.
Suggestions to softening him up: If he owes you for anything, in any regards of a verbal "I owe ya for that one Tim" kinda stuff, it'd be a good time to work that into the converstation early into the chat, but try to not just dump it out there. Getting the "old days" converstations usually are pleasant thoughts, then you can slide the question in there. Compliment him as if he were a "hoe", flattery in this case is often acceptable.
Good luck regardless. I think you're adult enough to sit at the big kids table, so it's your call on how you handle it sir.

I can call b******t on that unfortunately. In my experience at least (although yes it was in high school) I made the mistake of putting someone who was at the time one of my best friends before the girl I wanted. He had been infatuated with her for quite a while and suddenly she and I got to talking and low and behold, she let me know she wanted to be more than friends with me.
I was really into her, but I respected my friend's feelings enough to tell her my issue with that. Now I don't talk to either of them and I think I did a good thing, but so far all I do is regret it considering how she was hot and he isn't my friend now.

Maybe you were misinterpreting my invective toward 'bros before hoes'. I didn't mean a guy will always turn down his friends because he wants to do something trivial with a female. I certainly wasn't saying your friend-of-10-years would blow off your weekly volleyball game because new-girl-Tammy wanted to go shopping. I meant that once a man and woman are fully entwined in each others lives, GOOD f*****g LUCK getting either of them to put their friends first.
And why should they?
By definition, people seeking marriage (or permenant partners) are placing their significant other ahead of everyone else.
The "my friends come first" always comes from the 12-30'ish crowd (or hermits). Try asking your parents or grandparents who gets priority planning: spouse or friend?
I've been friend-whipped, p***y-whipped, game-whipped and self-whipped. In the end, people are going to act in their own best interest and in the long term you need both a best friend and a wife at your wedding. So saying bros-before-hoes is really disingenuous as it means "friends before women - all the time - no, really."
It's not a big deal at all. I only write so much because the topic annoys me. I've given up love for friendship, given up friendship for love and given up both for random other things. It's on a person-by-person basis. I'm pretty sure you can think of some friends you wish you still had around, but also some girls (like you just mentioned) you wish you had gone for instead.

If you don't give a shit about your friend then go for it.
The problem with having a friend date your sister, especially your best friend, is you've known them for a lot longer than your sister has. You know all their habits, how they treat women, who they've dated in the past, how those relationships ended, etc. If there's reason to doubt then it will happen.
Furthermore when it's your friend going after your sister, it's no longer "bros before hoes" -- It's "friends before family." If you're close with your family then odds are family will win out.
