Not really.
They have a different effect than direct atk does.
ATK increases increase the to hit % and increases the chance for larger hits.
Accuracy only increases the chance to hit (and in a different fashion than atk does)
Combat Effects increases proc rate (which atk has no bearing on)
Strikethrough gives a chance to hit through defensive skills (dodge/parry/riposte/block/etc)
Cleave focus increases chance of critical melee attacks
Accuracy focus, uh, no items have other than a mined tribute link, so presumably it increases chance to hit, but there's no empirical evidence to support that.
Those are the only offensive melee time+ effects that I can think of.
