P4 3ghz, 1gb ram, ati 9800pro 128mb
I run at high performance, no lag at all. I could probably run it higher, I'll test that later and report back!
I played EQLive so long without shadows, I don't really mind not having them. Other than that the high-quality models don't load unless people are closer to me (ie if they're in my group I'd likely see them at max setting anyway), which I don't really mind either.
Basically, even if you play at higher performance settings, you'll still have a gorgeous game to look at. Those complaining about character models probably aren't in beta. I admit, some screenshots look aweful, but that's just not how it looks in motion.

Radeon 9500 here with 512 RAM lag is not bad unless I go into the city with another 512 I heard that there is no lag.

There are 8 quality settings:
Extreme Quality
Very High Quality
High Quality
Balanced
High Performance
Very High Performance
Extreme Performance
and Custom
Test zone: "The Graveyard" - a lowbie zone outside of freeport without complicated artwork.
With my system (see above for specs) I get a litte frame loss on Very High Quality - absolutly playable, but annoying. So back to High Quality it is. Zero lag in that zone with HQ.
Time to use "Call of the Overlord" and go back to Freeport (Temple Street to be precise, I'm gnome).
High Quality: Works great - pauses a split second (barely noticeable) when turning some corners, but that's a non issue.
Off to Freeport - still High Quality setting... mostly runs without frame loss, but pauses for a split second every now and then. (more noticeable than in the previous zone)
Changing to very high quality, just for completeness sake:
rather laggy - fine if you're exploring once and want to see the city in all it's glory, but very annoying if you'd play like that all the time.
Then we have max quality - to my surprise it actually runs in freeport. Although very laggy and not really playable, it's nice to take screenshots or explore a particulary nice place.
Remember that the zones do NOT have a particulary difficult artwork or many NPCs roaming around - Qeynos would likely lag more, not to mention all the adventure zones, where every NPC would have to be drawn at max resolution, along with it's shadows.
Conclusion: with a radeon 9800pro 128mb, High Quality in most zones, and Balanced in very demanding zones, is as high as you can set it without getting annoyed by lag.
If you have time, you can tweak the options manually - there's quite a lot of options to change, and you can decide what is and is not important to you.

i doubt you can get that great of performance with an ati 9700 128mb, i had one of those before and it gave me the same as a geforce 2....
get a ati 9800 pro or xt...it's worth the cost. Check ebay out...

9700 pros aren't that far behind 9800 pros except with directx 9. Its not worth paying 170 to upgrade tho imho, I would wait on the X800s to get cheaper.

Yep, I was pleasantly surprised with the performance on an Athlon XP 1800+ with 1GB RAM and 9700 Pro card. I can run the game at balanced with very good performance in most areas.
I like the higher texture settings but lower the shadow and flora settings generally. As mentioned, the level of configuration adjustments available is impressive and allows for personal taste of what is important with the graphics.
One other thing that works wonders is that the clip plane setting, called Rendering distance I think, will render for what seems like miles out in the game if maxed out, but you can cut it back to halfway for a noticible performance improvement, yet can still see across any zone to the nearest view-blocking terrain or building anyway.

As far as I know, rendering distance doesn't actually determin how far you see, but at which distance it starts using the high quality models.
Every NPC and PC model has a HQ and a LQ version - you can easily test it by setting the distance very low and zooming out from your char. The robe, colored/patern etc in close distance, will become plain gray once you go far out.
That system = the win.

Not gonna upgrade my computer one bit, it's getting outdated now and gonna get me a whole new one in about a year from now if this one can hold up that much longer. Gonna be getting:
Athlon XP 3200+ - maybe a little faster by the time I get it
1gb ram DDR400
Ati Radeon 9800 pro - maybe 256mb version one, but I don't see why I should get it since most games require just 128mb still today.
120gb SATA HD
DVD-ROM Drive - probably get a 16x speed one
DVD-RW Drive - not sure what I'll get yet here
Sound Blaster Audigy or better
That should last me for the next 5 years eh?

Not really, EQ II had both issues.
Lag has been sorted out, although server stability was a nightmare yesterday on beta 3 - who knows, never experienced that before. Hotfix is prob scheduled for today, or happened already - haven't checked yet.
Video lag is mainly due to people expecting too much from their system. Just because you can play doom 3 on the highest setting, doesn't mean you can do the same with EQ II. Having 20+ models on the screen and particle effects (especially AEs) are much more demanding than the 3 super-quality models at a time you have in doom 3. Then add heat distortion (if you're close to a fire), the leet water effects, and you have VERY high demands no graphic card can keep up with.
Maybe dual NVidia 6800-Ultras let you play on max setting, but I doubt it.

I can run it on high quality (not max or extreme mind yout...those are for real high end and future cards) without a problem. Although some areas (ie Peat Bog) tend to slow a bit, but turning flora off fixes those areas.
