for a bit yeah but seemed to take to much time to make sure its operating 100% and the thought of water just gushing onto my cpu/mobo/video card pretty much turned me off of it. I would use it tho if i didn't leave my comp on 24x7, just the always being on...

My alienware has a water cooled system in it. it is very quiet, have had it since July, and no problems at all from it. almost can't even tell when the computer is on when you hit the power button, takes a bit getting used to.

Just swap out the fan and use a fan controller. After I swapped out the stock fan, the loudest noise I can hear is the hard drive.
For 80mm fans, use Panaflo . For all others, use Nexus - 92mm, 120mm.
If you're playing games, you want it at the default voltage of 12V. If you're leaving it on overnight to download something, get a Zalman Fanmate and ratchet the voltage down to 10 or 7 volts, and it becomes almost silent.
If the CPU is still too hot, try a new heatsink. If you have a s****y heatsink, your fan is going to be louder trying to cool it. Get a heatsink listed on http://www.silentpcreview.com/article30-page1.html , and add Arctic Silver.
