depends, are you a member?
if so i would go rock crabs, high hp and low def, there only level 13 also, if your not a member i would go to security stronghold and kill fleshcrawlers, they only have 25 hitpoints but there is a safe spot there, pm me if you cant figure out were the safe spot is, or just reply here and i will post a picture.
