Are there gonna be any in the game, once it comes out? I ask because I see that there are no spellcasting classes as such – there are all kinds of warriors and rogues, but the closest thing that comes to a fantasy wizard is the loremaster, and I don't see it spelled out anywhere that he can cast spells at all?

Well, it has been said before but it needs saying again: Lord of the Rings Online is not your typical RPG, and Middle Earth is neither "Forgotten Realms" nor "Eberron".
So to cut the long story short - if you're looking for D&D-like spells, you're not likely find them in this game.
