I've said it all, I guess. I've been getting some already, but I don't know if they're doing anything or not… because, quite frankly, I don't know how to get to them! Maybe I'm just stupid, but I really can't figure it out. Anyone, please? Help would be appreciated, thanks.

In general, to access the perks, just press Shift + P and you should see the menu.
Oh, but I guess you mean how can you activate them? In that case - which perks have you been selecting? Some you don't even need to activate, they provide passive benefits. Some you do, however, so those you should just pull over to the hotbar from the perks menu
