Is there some place where I can see the full list of ranks, and the points required for achieving each? What I mainly want to know is whether apprentice is higher or lower than novice. Also, what exactly is the point spread in which you can kill players and get ranks? As I understand, it's 10, so if you kill players more than 10 points below your rank, you get nothing, is that right? TIA.

You're almost right, but the one thing you're missing is this: You don't get points for killing those who are 10 or more *above* your current rank, either. As for the list, here you go. This is copied from the aowiki site:
Point Range: Rank title
1300-1399: N/A
1400-1499: Freshman
1500-1599: Rookie
1600-1699: Apprentice
1700 - 1799: Novice
1800 - 1899: Neophyte
1900 - 1999: Experienced
2000 - 2099: Expert
2100 - 2299: Master
2300 - 2499: Champion
2500+: Grandmaster
