I have a bunch of these files:
da.ali.g.show.s01e01.dvdrip.xvid.avi
They're about 175 MB each and I want to put them on VCD since I don't have a good PC to hook up to the TV, and my dvd player plays VCD/SVCD. Do these need to be converted to MPEG-1 before they can be played as VCD? I found this old link that seems to say yes, and I'm using that TMPGEnc program right now but it's slow as balls. Is there a better program or another way to do this?

anything and everything you need.
nero express does it for you automatically when it burns. its usually faster than running 2 programs.
